There was a cartoon I used to watch on CBS Kids Saturday mornings. It was about a experimental robot that apparently was a weapon from the military, a smaller T-Rex that talked and had guns and wore a hawaiian shirt, and a blonde, kind of tank girl looking female character that was like a bounty hunter or something. I have been trying to figure this out forever. I need help.

Early 90's, I think right as they were starting to show TMNT episodes on CBS, and I think cadillacs and dinosaurs was on.
