For the phone/tablet, it would depend. If it were an iPhone 4 or 4S, I would not return it and keep it for myself. If it were anything else, I would likely return it. A tablet I would most likely return for the time being, as I already have the best-until-Apple-makes-a-new-one kind of tablet.
For the money, it really does depend on how much it is. I'd feel bad taking $3,000 from someone, but I don't think losing $100 is going to hurt anyone long-term.
For the wallet, I would return it as I found it.
Wouldn't care about the child's toy.
Wouldn't eat a candy bar I found lying around somewhere.
I wouldn't take the lottery ticket, since I won't have any use for it.

Almost forgot, I once saw a porn magazine in the alley that our parking lot is in, I left that one alone, not interested in picking it up and getting some weird disease, or in finding the owner because they read porn in alleys, so they're probably stark raving crazy, or at least super creepy.

* A cell phone or tablet - Yes, I know what it's like to lose a phone. My family has lost a few phones in the past. We would often call the phone to see if someone found it, but it would always be found by total assholes who either didn't trust us to give it back to us, as if we were criminals, or they would have the finders keepers attitude and expected to sell it back to us.
* Any amount of paper money - There's really no way to trace plain cash unless you saw the person drop it. Once I found a $50 bill right on the floor in the middle of an arcade in a Six Flags park. I was surprised no one else spotted it as it was very crowded. I took it and used it for an application fee for college.
* A wallet - Yes, I wouldn't even take the money out of it.
* A child's toy - Sure, I'd go through the effort to find the kid who owns it. Toys have a lot of sentimental value to kids. I've lost toys before so I know how that's like.
* A candy bar - If it was half-eaten, I wouldn't bother. If it were new and unopened though, I'd take it and eat it. I've actually gotten a few free candy bars this way; in one case, I found a few candy bars still in the shopping bag.
* A lottery ticket - I'd take a quick peek to see if it was a winning ticket. If it was, and had no signature or identifying marks on it, I'd keep it, (oh, how I wish that would happen for me...) though usually, lottery tickets that end up on the ground are there because they weren't winning tickets.

A child's toy is the only thing I'd make no effort to return (unless it was a DS, which falls more into the phone/tablet category).
But if it's just an action figure or a toy car or a Happy Meal prize, no. I'd take it for myself if liked it, or I'd simply let it lie. From personal experience, I'd say maybe only 10% of lost toys are ever found, and most parents simply have no interest in wasting time search for a $2-15 toy, no matter how hissy their kid gets. Plus, kids need to learn hard lessons about responsibility. The earlier you learn not to be careless with your possessions, the more fulfilling your life will be.

I agree with this on something cheap as well. If you've lost your $7 Action Figure, maybe you'll watch the next one you get more closely. Or maybe not and you'll lose it too and piss your parents off more.

When I lived in California I was going to the beach with some friends and we came across a bunker in the dunes that was full of porn magazines. There must have been at least 100 of them. There was also a completely used bottle of lotion lying to the side of them. I will never forget what my friend said: "Dude! Get let's get the fuck away from here, this place is covered in bum cum!"

Nothing special, but I just remembered an incident involving a lost item that isn't included in the list.
I once found an umbrella laying in the middle of the street while driving. I stopped to pick it up because it looked like it was still in good shape and I found a sticker on the handle with the owner's phone number on it. I called the owner, told him where I found it and then told him my location to pick it up.
When he came to pick it up he was pretty grateful to get it back and gave me $5 for it. I didn't feel comfortable accepting it, but he insisted. It's a good idea to put contact info on your valuables just in case an honest person finds it.
