That wasn't just skill. At 2:28, you can see the guy jump through a piranha plant. In fact, you can see Mario hitting the piranha plants a few times, so unless the piranha plants were far more forgiving than I remember, this doesn't seem legit.

As for whether this is tool-assisted, I think it is. It's not as obvious as the other one, but this guy does a lot of showing off that's really risky. Yeah, I'm almost certain on this now, actually.

Okay, that second guy jumped through a shitload of piranha plants in World 8, and I'm almost sure I saw him swim right through a spinning fire thing in water section of the castle.

He explains in the video description that it's because the game has poor hit detection (jumping through the top of piranha plants is extremely common), same as why you can jump through Bowser's hammer sometimes.
Also, a character's sprite and his hitbox don't necessarely match perfectly :

I saw that too, and no doubt it hurt his time. That is what is great about this being a real run though and not a tool assisted one, there are flaws, but so few.
