I believe the test was to see if the parachute would work probably and if the pig would escape unharmed. The Russians were working on the Sputnik program at the time.
Sputnik 2 was launched on 10/04/1957 and carried a dog into space. At the time, the Russians had not figured out a way to return the satellite safely and thus both the dog and satellite were eventually lost.
Sputnik 5 was launched on 08/19/1960, carrying 2 dogs, 2 rats, and 40 mice. The satellite landed the next day and all 44 animals were safely recovered.
Thus, this video was probably shot sometime between those two dates.
