This has gotta be bullcrap, unless Brazil is so backwards that they don't even bother with modern medicine (and since it's a hospital in a rather large city, that's unlikely).
For one thing, they don't hand over bodies in plastic bags to the family. If anything, they go to a funeral home, or stay in the morgue until the family makes arrangements. There are laws against having a corpse.
Second, dead bodies ain't pretty. Therefore, they're prepared in some way. This usually involves processes such as embalming, which is fatal even if they weren't dead before. It's also nearly impossible to mistake a living body for dead - things happen when you die that are very very disgusting (there's a reason morticians exists).
My guess is this is wishful thinking or even an outright fabrication.
