Hello! So, my girlfriend was trying to describe a game to me, but could only remember bits and pieces.
It was for PS1
Anime style artwork
Very colorful
Very unique characters, reminds her of Howl's bedroom in Howl's Moving Castle
There's a map...it reminds her of the Globe statue at The Vatican (which has parts of the Earth opened up to reveal gears)...
Everything is written like it's on parchment paper
Every background is very intricate...one such background is a room piled high with antiques and junk
The graphic style was more like drawings than pixels
She can't remember the gameplay or main character, but is sure it isn't a Final Fantasy. I can almost see the game myself, but can't quite put my tongue on what it is.
Any guesses?

My shot in the dark guess is SaGa Frontier.
Knowing for sure that it is an RPG would help. Also, ask her if the art style was similar to that of another game she does know the name of, that would help bunchs 
Oh, and the battle system, if it is in fact an RPG, that would help too.

Neither of those. Not an RPG. Art style is of Ming Dynasty/Egyptian/Renaissance, that kind of detail, brightness, color. She said it was an adventure game and doesn't think there was any fighting of any sort, but isn't 100% sure.

Tales of Destiny/Tales of Eternia (AKA Tales of Destiny 2)? It's RPG but combat is more like action with the anime-style artwork..
