I don't think that Google would even consider looking in Flash's direction.
Their OS is written in Java, and their interface is a browser (HTML/CSS/Javascript). They have legal troubles with Oracle at the moment so Java might not be worth it.
Additionally Google has been investing in its own language and might consider using that:

Sorry, I guess I just use "flash" as a cover-all term for simple 2D games like Angry Birds and such. What with cheap games like Pop Cap's stuff and Angry Birds all being downloaded like nuts, it seems likely to me that Google will go there next. With how serious they are about hiring talent and encouraging creativity, I'm interested in seeing what they do with it.

Guys, Google is going to take over the world. It's just a fact we need to accept Now I know that sounds scary, but trust them. Sooner or later they'll come out with Google Government and it'll blow its competitor Democracy out of the water.
